DESCRIPTION

Collection of Yearly reports from 1857 to 1870.  In the execution of the Act of the 18th and 19th years of Her present Majesty, instituted AN ACT FOR THE BETTER LOCAL MANAGEMENT OF
THE METROPOLIS.
Preface to 1857: In making this first Report, the Vestry has to explain, that according to the directions of the above mentioned Act, the Report and Abstract of Accounts accompanying it, include the proceedings of the Vestry to the 25th March last, and that as the Vestry commenced its operations on the 1st of January, 1856, works and business carried on during a period of 15 months, and a consequent expenditure for the same period is included in the present Report and Abstract. The duties which are now performed by the Vestry, were immediately prior to the 1st January, 1856, under the controul of thirteen different Boards or Trusts, in addition to the two Turnpike Trusts remaining in the Parish, viz :—-the Surrey and Sussex Roads Trusts and the Great Dover Street Trust, both of which will continue in existence for limited periods. It is obvious that the controul of the repair of Roads, Lighting and Sewerage being in the hands of so many independent bodies, must  have been a most disadvantageous mode of management, and have led to inequality in the Rating of different parts of the Parish. The advantages of the present more general controul has been already felt, but not in so complete a manner as may be shortly expected, inasmuch as several of the contracts entered into by the late Local Boards, are still in existence, some of them extending over parts of this and of several other parishes, but as these contracts will shortly expire, a more uniform system of management may then be carried out, and a consequent improvement expected. The Act directs the Vestry to Report upon the "Works commenced and completed by it, to the 25th March next preceding the Report, the Works then remaining in progress, and also as to any proceedings taken by it for the removal of nuisances, or the Improvement of the Sanitary condition of the Parish. This Report and the Abstract of Accounts are therefore arranged under the beforementioned heads, as the same respectively refer to the several distinct duties performed by the Yestry

Each report contains details about activites for road, sewage, drainage, sanitation and expenditure. Has many statistics relating to deaths and epidemics. Contains a list of the VESTRYMEN, AUDITORS AND OFFICERS. APPOINTED PURSUANT TO ACT OF PARLIAMENT.
